<br />I <br /> <br />I <br /> <br />because I've talked with others who have <br />said that it makes no sense for us to build <br />a Chatfield Dam say, and then someone will <br />say now we don't have any flood problems, now <br />we can build in the flood plain and sometime, <br />it may be a hundred years from now or two <br />hundred years from now, that reservoir will be <br />silted up completely and a new problem would <br />be generated. If we have complicated that <br />simply by shortsighted ana;!.ysis and say, well <br />we can now build in the flood plain because <br />flooding won't happen, we have just compli- <br />cated the problem. <br /> <br />That's what most of the South Platte <br />problem in Denver is now. We shouldn't have <br />built there in the first place." <br /> <br />MR. SPARJ<S I <br /> <br />"No dam will ever eliminate the flood <br />problem. It reduces the possibility, but <br />there is always the possibility of a heavy <br />rainfall occurring below the dam. Such was <br />the case in the Arkansas Valley in 1965. A <br />dam simply reduces the mathematical possi- <br />bility of a major flood occurring. We still <br />must be vigilant about the use of the channel <br />below the dam." <br /> <br />MR.
