I

from the congress to engage in flood plain
studies. The legislature enacted a bill
which invested in this Board the authority
to designate areas as being flood hazard
areas. Local governmental agencies cannot
designate flood plain zones without the con-
sent of this Board. The Corps of Engineers
has done a remarkable job since '65 in re- '
sponse to the requests made by the state and
local agencies. We have had so many requests
for flood plain studies that it has been
necessary to establish priorities around the
state. To date many of these flood plain
studies have been completed in such diverse
places as Monte Vista,Wray, the Arkansas
Valley and here along the South Platte. These
studies are continuing with the available
money and the available personnel. They are
being completed at a rapid rate. Since
Colonel Pendergrass is here, I certainly want
to express the appreciation of the State of
Colorado for the tremendous work that his
office has done in this field, together with
the District Office in Albuqeurque. The
~lbuquerque office handles the Rio Grande
and the Arkansas. The Omaha office handles
the South Platte and the Republican areas.

I

The reports now before the Board concern
the North Fork of the Republican River at
Wray, the Rio Grande at Monte Vista, and the
Goodnight Arroyo, Dry Creek and wild Horse-
Dry Creek in the vicinity of Pueblo. Some
copies 'of these reports are available on the
back table. In each case the local authorities
have requested that the Board make the neces-
sary flood channel designations as provided by
the Colorado statutes. The resolutions to
accomplish this have been forwarded to the
Board. They are in accordance with the type
of resolutions we have adopted previously.

We have recommended that only that part
of the flood channel which is designated as
an intermediate flood be designated as a flood
