<br />Backl!round <br /> <br />; <br /> <br />Bosley Wash is located in an unincorporated area known as Clifton, Colorado between Grand Junction <br />and Palisade in Mesa County. Bosley Wash originates as a natural drair.age basin on the western side of <br />Mt. Garfield, a prominent feature of the BookcIiffmountain range on the north side of the Colorado River ... <br />valley in Mesa County. The center of the basin is approximately three miles west of Palisade, Colorado. . <br /> <br />The basin residents experienced serious flooding on three separate occasions during the summer of 1999 <br />on the days of July 24, AugusrI 1, and September 13. In addition to damaging residential and commercial <br />structures, roadways, canals, and agricultural lands, the flood events deposits tons of silt over the <br />inundated areas which after it dries, turns into a material just like concrete which destroys lawns, and <br />irrigated and other agricultural lands. <br /> <br />Discussion <br /> <br />On September 28,1999, the Grand Valley Drainage District and Mesa County conducted a public <br />hearing for addressing the flood issues and problems on Bosley Wash. Much testimony was provided <br />from the basin residents and landowners, CDOT, BLM, and Natural Resource Conservation Service <br />regarding the summer 1999 flood events. Representative Matt Smith was also in attendance at the hearing <br />and shares much of the same concerns regarding flooding throughout the Grand Valley. <br /> <br />The participants at the hearing proposed the following mitigation measures for addressing the flood <br />issues and problems within the Bosley Wash Basin: <br /> <br />. Perform a hydrology study for the basin to define the expected runoff for the 5-, 10-, and 100-year <br />flood events; <br />. Determine the existing and recommended capacities of the washes and drainage ditches within the . <br />basin; <br />. Evaluate measures for conveying floodwaters through the 1-70 bridge and the Grand Canal Irrigation <br />System; <br />. Formulate a conveyance system at the confluence of the Stub Ditch and Bosley Wash channels; <br />. Prepare a master drainage plan for the reduction and protection from future flood events throughout <br />the basin; and <br />. Develop a schedule and timetable for the implementation of a plan-of-action and make these <br />activities available to the flood victims and landowners. <br /> <br />On October 25, 1999, the flood problems were presented at a formal presentation before the Mesa <br />County Board of County Commissioners. The county commissioners endorsed the staff recommendation <br />to submit an application to the Colorado Water Conservation Board. The Board has received an <br />application for the Bosley Wash Flood Study. <br /> <br />The application is in compliance with the Board's Construction Fund guidelines under the flood control <br />Provisions of the guidelines. <br /> <br />. <br /> <br />Flood Control and Floodplain Management -Larry Lang, Chief.
