<br />e <br /> <br />e <br /> <br />e <br /> <br />caused the Stub Ditch to over flow its banks flooding farmland from Palisade to 33 <br />Road. On another occasion the Stub Flume over the wash was washed away and <br />caused flooding around G Road and the Price Ditch when the flume material blocked <br />the Government Highline Canal siphon and the Price Flume. <br /> <br />Prior to the completion of 1-70, minor flooding occurred only when the siphon under the <br />Highline Canal was filled in with mud and debris. Minor flooding upstream of the <br />siphon would occur until the water pressure blew out the blockage and normal flow in <br />the wash continued. <br /> <br />The water flowed from the Highline siphon down the wash to the Price Ditch and water <br />not contained in the open flume over the Price Ditch ran into the Price Ditch and was <br />carried away down the ditch. A few times this flume became blocked with debris and <br />the volume of runoff caused the Price to spill water out of its banks. <br /> <br />The Stub Ditch was encased in a buried pipe in the same location and the Stub Ditch <br />and the resulting trench above the pipe has a similar drop in elevation as did the <br />original ditch. The Stub Ditch originally passed over the wash in a flume. The <br />installation of the pipe under the wash has resulted in a shallow wash at this point. <br /> <br />The Price Ditch has been encased in a buried pipe and the old ditch filled in. A culvert <br />has been installed to carry the water in the wash over the Price Ditch southwest in to <br />the wash. The wash above the culvert is shallow and the culvert is easily partially <br />blocked by debris. <br /> <br />Recommendations: <br /> <br />1. A hydrological study should be conducted of the area north and south of 1-70 <br />between 33 Road and 35% Road. This study should define the drainage basin and the <br />expected runoff for a 5-yr., 10-yr. and 100-yr events. The capacity of the washes and <br />drainage ditches should be identifies so that the runoff can be distributed into a laroer <br />number of ditches or washes. <br /> <br />2. The runoff from the culverts under 1-70 should be directed into other washes or <br />drainage ditches and not just allowed to discharge onto open ground. East of 34 Road <br />along the Stub Ditch read drainage ditches parallel the road. The culverts in this area <br />could be piped or channeled to the drainage ditches. This will minimize the amount of <br />water running into the wash. <br /> <br />3. The wash at the intersection of the Stub Ditch should be deepened. <br /> <br />4. The wash from the Stub Ditch to 1-70 should be deepened and cleaned. <br /> <br />A time table for this wor',< should be decided upon soon and the information be made <br />known to the affected land owners. <br /> <br />Your consideration is urgently needed and appreciated. <br />Respectfully signed, <br />
