<br />basins. Consequently, in order to produce a working SPDSS it will be necessary, in some instances, to develop <br />new data and enhance or develop new analysis tools and models. The SPDSS will consist of data that <br />characterize the hydrologic and hydrogeologic features of these basins and tools that provide enhanced water <br />administration and water resource planning capabilities. The purpose of the SPDSS is to assist water users and <br />State officials in developing, managing and preserving the water resources of the North Platte and South Platte <br />River basins for the people of Colorado. <br /> <br />SPDSS is a collaborative effort between the Water Supply Protection section, the DWR, USGS and other <br />stakeholders. The first two years of development consist of the following tasks: <br /> <br />I. Data gathering for surface and ground water components <br />2. Well drilling within the Denver Basin bedrock and alluvial aquifers <br />3. Collection of historic and current water level data <br />4. Acquisition of satellite imagery of both North and South Platte drainage basins <br />5. Determination of irrigated and non-irrigated lands within the basins <br /> <br />With this new appropriation and future appropriation schedule, the completion of the data collection phase will <br />occur, including additional well drilling and completion ofthe GIS mapping and remote sensing tasks can be <br />accelerated to implement groundwater sooner that the feasibility study envisioned. <br /> <br />SPDSS Goal <br /> <br />The CDSS goal is to help water users make informed decisions regarding major water issues and policy <br />positions. The SPDSS as well as the two existing DSS' s provide State of Colorado agencies, water users and <br />managers a better means for organizing, accessing and evaluating a wide range of information and alternative <br />strategies for managing their water resources to achieve the CDSS overall goal. With this request more <br />flexibility will be added to the effort by giving the project team the ability to funds and tasks around to address <br />current needs on the South Platte in a timelier manner. <br /> <br />Recommendation <br /> <br />Staff recommends that the Board request the General assembly authorize $2,500,000 from the Construction <br />Fund to be appropriated to the Colorado Water Conservation Board for year 3 work tasks associated with the <br />South Platte Decision Support System. <br />
