<br />flow but within the Recreation Pond Reach and X-Section #5 was located near the lower Table Rock Ranch <br />property boundary (see attached map). <br /> <br />In summary, the CDOW collected stream cross section data at 5 different locations within the Instream flow . <br />reach of Rock Creek (Case No.5-77W3624). The average width of the stream channel increased from <br />approximately 28 feet to approximately 45 feet, from above the confluence with Egeria Creek, X-Section #1, <br />to the lower Table Rock property boundary, X-Section 5. The CDOW believes the five different data <br />collection sites represent the different and distinct types of riffle natural environments found within this reach <br />of Rock Creek. <br /> <br />The summer flow recommendations for the stream reach upstream of the confluence with Egeria Creek, <br />which meet 3 of 3 criteria and are within the accuracy range of the R2CROSS model, range from 9.4 cfs to <br />7.7 cfs. The winter flow recommendation, which met 2 of 3 criteria and was within the accuracy range of the <br />R2CROSS model, equaled 3.1 cfs. The summer flow recommendations, for the reach downstream of the <br />confluence with Egeria Creek, which meet 3 of 3 criteria and were within the accuracy range of the <br />R2CROSS model, range from 26 cfs to 8.4 cfs. The CDOW believes estimated flows that fall above or <br />below the measured discharge and are outside of the accuracy range of the model may not give an accurate estimate of the necessary <br />flows to preserve the natural environment to a reasonable degree. <br /> <br />. <br /> <br />Averaging the five summer flow recommendations within range, results in a 14.7 cfs recommendation. <br />Averaging the five winter flow recommendations within and outside of range, results in a 5.0 cfs <br />recommendation. <br /> <br />CDOW Evaluation of Stream Habitat Improvements <br />The CDOW has evaluated the stream habitat improvement structures constructed by the Queen of the <br />River Fisheries Consultants and believes the structures, along with the Oxbow Pond, significantly improve <br />the physical condition of stream channel and increased the biological potential of Rock Creek. The CDOW <br />believes the project has increased aquatic habitat in Rock Creek and the Oxbow Pond, therefore providing <br />additional fish refuge areas during times of low flows. The stream habitat improvement structures also <br />should provide increased channel stability. <br /> <br />CDOW Instream Flow Recommendations <br />The CDOW has reviewed 1) the biological and hydrological data collected to date; 2) the stream habitat <br />improvements completed by Queen of the River Fisheries Consultants, and 3) discussed future water <br />availability scenarios with the CWCB staff. Based on that review, the CDOW recommends that the CWCS <br />approve the following proposed flow-sharing agreements: <br />
