53 or 63 or whatever that number of
agencies was too many and that we only
needed 17 instead.

I

I think the people in this room and
the water interests in particular should be
made aware of some of the things that are
happening. We've gotten involved in name
calling and political mud-slinging. I
think we are fortunate in having the type
of individual we do to represent the state
engineer's office and also Mr. Ten Eyck
over in the natural resources. I have
analyzed this to be a few individuals that
would possibly like to just eliminate this
State Water Board, to do away with it.
Maybe I am so close to the thing that I
don't see it right, but I can't imagine
how policy and development can be inter-
mixed with administration and policing of
water matters. It seems to me like the
job that has been done by this Board and
the staff, Larry and his people, over the
past ten or twelve years has been fantastic.
The kind of problems they have been forced
to wrestle with and the solutions that have
been forthcoming are of tremendous value
to this state. Now I feel as though we
are being chiseled away at and I think it
is a serious situation.

I

Our budget this year is less than it
was last year and I don't think inflation
has done these kind of things to any organ-
ization. I'm real apprehensive about the
outcome. I think if we continue to have
this kind of an internal struggle that
only the people of Colorado, and particu-
larly water interests, are the ones who
are going to be hurt."

Ml\.o. s.TAPLBTON &

"Thank you, Fred. I certainly agree
with your remarks.

Any other comments or questions on
the Director's report?
