The January budget was <br />bad enough but the April one was far worse. <br />Both the Fryingpan-Arkansas Project and <br />the Chatfield project were cut some $5 <br />million, or thereabouts, from the January <br />requests. Both were almost 100 percent <br />too low to begin with in January. No one <br />knows at this point whether or not any of <br />
