by Mr. Vance Austin, Manager, which is as
follows:

UPPER COLORADO RIVER, FRYING PAN-ARKANSAS, AND GLENDO PROJECTS

Unanimously passed at the Annual Meeting of th~ Association
Delta, Colorado 21 September 1954

The Colorado State Association of REA Cooperatives
believes that construction of the entire Upper Colorado River
Project as proposed, including the Echo Park Dam, should be
pressed to approval and completion at the earliest possible
date.

Since there is a vast and growing power shortage through-
but Colorado as well as a need to fully develop the available
water resources in the state and regdbn, we believe that omission /
of the Echo Park Dam--wh~ch offers the greatest single potential
for the development of electric power--from the project would
be an error that would sharply curtai} the prggressive develop-
ment and retard the economic growth of the State of Colorado.

We urge all responsible public officials to take every
possible step consistent with good judgment to press for early
approval of the Upper Colorado River Project in its complete
form.

We further urge your continued support of the Frying
Pan-Arkansas and Glendo Projects with adequate safeguards for
the long-established 'preference' laws for disposal of electric
power."
