<br />453 <br /> <br />Mr. Dutcher: <br /> <br />in detail, both at the meeting of the Upper <br />Colorado River Commission and at this meeting <br />of the Legislation Committee. <br /> <br />.Consideration of all available facts and <br />in addition the opinions of members of our <br />Congressional group leads the Committee <br />to unanimously recommend: <br /> <br />I <br /> <br />(1) That the Echo Park Project remain <br />in the Upper Colorado River Storage Project Bill. <br /> <br />(2) That it is undesirable to retain a <br />highly paid advertising agency at this time to <br />carry out an extended advertising campaign in <br />connection with the Upper Colorado River Storage <br />Bill to be presented to the 84th Congress~ <br /> <br />(3) That ,the Upper Colorado River Commission <br />is urged to expand its staff within its present <br />financial limitations, so as to more effectively <br />aid in procuring the passage of the Colorado, <br />River Storage Project Bill. <br /> <br />The Committee meeting adjourned at 1:15 P. Crawford <br />Chairman <br /> <br />ICC:mfd <br /> <br />"Mr. Chairman, the meeting at Grand Junction of <br />the Upper Colorado River Commission was quite <br />well attended. People from Colorado, New <br />Mexico and Wyoming were present. Also in <br />attendance were some people from the 'Bureau of <br />Reclamation. Prac~ically the entire meeting <br />was devoted to an analysis of the failure of <br />the 84th Congress to pass the Upper Colorado <br />River Storage Bill. Considerable discussion <br />took place, not only by the members, but by <br />others in attendance. It was the intention of <br />the Commission to try to analyze the reasons <br />for the failure of the Bill in the last Congress <br />and then to try to correct weaknesses whatever <br />they may be; to go into the matter with a <br />Ii ttle more experience and more vigor in the <br />next Congress. I am not going to go into all <br />of those various things. They can be grouped <br />in six or eight heads.
