The estimated total cost of Phase 1 of the water distribution <br />system is $11,570,000. Please see the attached project summary and map. <br /> <br />BackClround <br />The PRID, located in La Plata County, operates Vallecito Reservoir for the benefit of the District <br />landowners/shareholders by providing storage of irrigation water. PRID formed VWC as an <br />enterprise of the District to plan, construct, and operate a rural domestic water system in <br />southeast La Plata County. PRID has obtained $11,270,000 in project funding for VWC, and <br />needs only $300,000 for up-front planning and design costs. <br /> <br />Feasibility Studies <br />PRID hired Steve Harris, P.E. of Harris Water Engineers to conduct a feasibility study. The study <br />was completed January 2000 and includes an assessment of alternatives available for completion <br />of the VWC project. <br /> <br />The Pine River IrriClation District <br />PRID was formed in the 1940's in accordance with 1922 State of Colorado Irrigation District <br />Law, Article 42. There are 300 landowners/shareholders and 45,000 acres under the District. <br />PRID has the power to set annual assessments and taxes to be paid by District <br />landowners/shareholders. Assessments are collected through the Office of the County <br />Treasurer, in the same manner in which property taxes are collected. Unpaid assessments <br />become a lien on lands within the District. PRID currently levees no tax on District lands. <br /> <br />The Vallecito Water Companv <br />VWC is an enterprise of PRID, and was formed to plan, construct, and operate a rural domestic <br />water system in southeast La Plata County. VWC has no facilities or assets, other than water <br />tap pledges. <br />
