I have attached a news article dated February II, 1999 <br />indicating that Secretary Babbitt has halted his attempts to mediate elements of <br />California's 4.4 plan. Also, attached is a letter from the other six Colorado River Basin <br />States requesting a meeting with Secretary Babbitt following this announcement. <br />Commissioner Lochhead indicated that this meeting is now likely to occur on either <br />March 31 or April I. Lastly, Jim indicated that the Secretary is likely to ask that <br />Reclamation proceed with the development of interim operating criteria in the near <br />future. <br /> <br />Bill Owens <br />Governor <br /> <br />Greg E.
