<br />agreements have been circulated to the group for their respective approvals, pending completion of the <br />NEPA review process for the Elkhead Reservoir enlargement and Yampa Management Plan which is <br />expected in late August 2004. <br /> <br />Recently, the Bureau of Reclamation indicated they had some additional concerns and comments on <br />the proposed agreements. The concerns go mainly towards consistency among the agreements as we <br />understand and are not considered "fatal flaws." However, a meeting of the group to discuss these <br />concerns and facilitate resolution of the remaining issues has been requested. The meeting is <br />scheduled for July 29th in Grand Junction. Pending <br />completion of the NEP A review processes, CWCB staff anticipates presenting the Acquisition <br />Agreement to the CWCB for initial consideration at its September 2004 Board meeting, pursuant to <br />Rule 6 of the Instream Flow Rules. Final approval by the CWCB is expected at the November 2004 <br />Board meeting. (See attached timeline for additional information on the approval process). <br /> <br />Colorado Bar Association's Water Law Conference held in Steamboat Springs: On June 18 and <br />19 the Water Section ofthe Colorado Bar Association sponsored a conference on water law. Ted <br />Kowalski spoke about Recreational In-Channel Diversions and Carol Angel, of the Attorney General's <br />Office, spoke about the Colorado River Compact. <br /> <br />Agency News <br /> <br />Busto Recognized: Flood Protection Section staff member Joe Busto was recognized by Colorado <br />Department of Local Affairs Executive Director ivfike Beasiey in j une for providing training at Waier <br />and Sewer System Management Workshops that were recently held throughout the state. <br /> <br />The letter stated, .. your contribution to our training efforts will help local governments throughout the <br />state address challenges related to providing water and sewer services." <br /> <br />Feehan Recognized: Water Supply and Financing Section staff member Tim Feehan was recently <br />recognized Rep.
