Non-reimbursable Projects Status Report <br />. <br /> <br />Federal and Interstate <br /> <br />U.S. Forest Service Issues Interim Directive on Ditch Bill Easements: On June 30 a Notice of an <br />Agency Interim Directive regarding "Evaluating Applications and Issuing Easements for Certain <br />Water Development Facilities on National Forest System Lands That Qualify Under the Act of <br />October 27, 1986" was published in the Federal Register. <br /> <br />The Interim Directive is designed to provide forest managers with guidance about how to evaluate <br />applications for easements by including a list items that must be considered for "evaluating and <br />conditioning" easements. The Directive also provides direction about how to comply with National <br />Environmental Policy Act requirements and emphasizes that forest managers are to take a <br />collaborative approach to minimize the impacts of permit conditions placed on water rights holders. <br /> <br />Copies of the Federal Register Notice, the Interim Directive and a fact sheet issued by the Forest <br />Service are attached. <br /> <br />We will be meeting with Forest Service officials to determine how we can best help to implement the <br />cooperative spirit of this Directive. <br /> <br />The Directive expires on Dec. 30, 2005. <br /> <br />New U.S. Forest Service NEPA Directive Issued: Of perhaps even greater long-term importance <br />than the Interim Directive mentioned above is a new Final Directive issued by the U.S. Forest Service <br />on July 6. This Directive creates two categorical exclusions from National Environmental Policy Act <br />(NEP A) documentation requirements. <br /> <br />2 <br />
