Below are
highlights from that meeting:

. Shoshone Power Plant Maintenance -- Both turbines at Xcel Energy's Shoshone power plant have
been offline for several months. Due to delays, the turbines are now expected to come online the
week of July 12. Due to the turbines being offline this spring, no administrative call was placed on
the Colorado River for the Shoshone power rights. Upstream reservoirs were able to store
approximately 30,000 AF of additional water during this dry spring without the Shoshone call.

. Hal Simpson will be making a determination on future administration of Green Mountain's water
rights and its relation to the Blue River decree, upstream reservoir storage, and admiuistration on
the mainstem of the Colorado River.

. Reservoir Status -- runoffwas poor this year, although not as bad as 2002.

. Green Mountain Reservoir has achieved a paper fill -- approximately 30 - 35 KAF of water stored
by Denver Water and Colorado Springs Utilities will have to be repaid to Green Mountain to assure
its physical filL Details will be determined when Green Mountain storage is called out.

. All other major reservoirs in the basin (including Ruedi, Wolford, Dillon, Williams Fork, Granby,
Willow Creek, Upper Blue and Homestake) will NOT fill this year -- shortages in some reservoirs
will also decrease the water available to the Recovery Program to maintain flows in the IS-Mile
Reach in the late summer for the benefit of the endangered fish.

15
