Piscussions will continue on methodologies and <br />how the Nebraska DWR Platte River reach accounting program handles this issue. <br />(2) The tracking spreadsheet projects Grand Island flow 8 days in advance to <br />detennine if Tamarack can divert today because of excesses. If the projection is <br />not correct and Tamarack subsequently diverts during shortages, discussions <br />, <br />involved how that would be made up. One option is a buffer so diversions are not <br />made when flows drop to within a threshold amount of targets. It was discussed <br />that Colorado's commitment of 21,000 acre-feet average annual during shortages <br />is a net amount suC;h that inadvertent diversions during shortages (unless <br />requested by EA Manager) would be compensated on an average annual basis. <br />(3) ,A future issue for review and discussion is Colonldo' s groundwater modeling that <br />quantifies the accretions from the groundwater recharge activities. These <br />accretions are an input to the tracking spreadsheet. <br />(4) Changes in spreadsheet displays aJld nomenclature including the addition of <br />graphs were suggested at the 12/0:3/01 Tamarack subcommittee meeting and will <br />be incorporated in future versions. There were considerable discussions on <br />projection methodologies. Currently the spreadsheet uses the trend of the last 4 <br />days to project Grand Island gage and other flows. Other ideas were (a) <br />projecting a downstream gage based on an upstream gage and (b) projections <br />based on storm events at rain gage$. <br /> <br />. <br /> <br />E. Nebraska Reauirements <br />(1) NPPD, CNPPID, and NEDWR issues and requirements for exchanging Tamarack <br />Water into the Environmental Account in Lake McConaughy. Options and <br />operating rules for an exchange agreement using the Korty Canal need further <br />discussion. Initial discussions noted that such exchange operations would need to <br />be tested and reevaluated over time as experience and knowledge with Tamarack <br />increases. <br />(2) NPPD, CNPPID, and NEDWR issues on the necessity of an appropriation under <br />Nebraska water law for the recognition of Tamarack Water. <br /> <br />F. Other Issues for Overall WMC Discussion <br />(1) Coordinating and scheduling diversions of excesses among Water Action Plan <br />projects. Some options for discussion are: "first come, first serve", proportioning <br />based on water source inflows, others? <br />(2) Criteria for detennining type of Water Year (wet, average, dry) and corresponding <br />target flows. Year type and targets to be established by the EA Manager in <br />October of each year. <br />(3) Differences in measured daily flows between the Nebraska DWR Grand Island <br />gage and the USGS Grand Island gage. <br />(4) River icing conditions and resulting inaccuracies of measured gage flows and the <br />detennination of excesses and shortages. <br /> <br />. <br /> <br />3 <br />
