This will provide a back-up system for the main well, and allow both pivots to be operated _ <br />simultaneously, for a more efficient operation, There would be no increase in annual withdrawal . <br />from the aquifer. <br /> <br />Feasibilitv Studies <br /> <br />The Ranch has completed the loan feasibility study in accordance with CWCB guidelines. The <br />study includes an assessment of alternatives to address rehabilitation or replacement of the existing <br />well, and for optimizing irrigation efficiencies. <br /> <br />Abbott Ranch <br /> <br />The Ranch is operated as a sole proprietorship owned by Jane Abbott, and managed by Cevey and <br />Ashley Pennington. The Ranch has been owned and operated by the Abbott's since 1972. The <br />Ranch relies on two main revenue streams, cattie and hay sales, for maintenance and operations. <br />The average Ranch revenues for the past two years have been $76,790 ($41,953 In cattie sales <br />and $34,837 in hay sales), and average expenses have been $58,550. <br /> <br />Water Riqhts <br /> <br />The source of water for the Ranch is a well In the Bijou Creek alluvium of the Kiowa-Bijou <br />Designated Basin. The State Engineer's Office (SEa) issued a replacement well permit No. 6887- <br />R, on November 22, 2005, that will allow a withdrawal of up to 400 acre-feet per year, at a rate not <br />to exceed 700 GPM. The applicant is filing for an "Alternate Point of Diversion" well permit, which <br />would allow a new well to be constructed, and the same amount of irrigated acreage (150 acres), _ <br />but would limit combined withdrawals from both wells to 400 acre-feet. Discussion with the SEa _ <br />has indicated that the new well permit may be a possibility, but will require review and analysis of <br />the pumping history of the existing well. If the historical usage has been less than the currently <br />permitted 400 acre feet, the combined withdrawal of the two wells might be restricted to that historic <br />level. The "Alternate Point of Diversion" well review and approval process can be fairly involved, <br />possibly taking up to 8 months. <br /> <br />Proiect Description <br /> <br />The purpose of this project is to provide a replacement well for the Abbott Ranch, and add an <br />additional well to provide a back-up system and optimize hay production. Four aiternatives were <br />considered forthe project including: <br /> <br />1. No-action alternative <br />2. Rehabilitation of existing well. <br />3. Drill replacement well only (and install 250 feet of 6 -inch PVC pipe.) <br />4. Drill a replacement well and add a new well, (and install 2350 feet of 6-inch pipe.) <br /> <br />Alternative 1, No-action alternative - This was not considered since it does not provide the <br />Ranch with a sufficient source to properly irrigate 150 acres of land. <br /> <br />Alternative 2, Rehabilitation of existing well- This was not selected because the existing well <br />casing has deteriorated beyond the point of rehabilitation. The existing 60-hp pump has been <br />pulled out, examined and rebuilt, and will be utilized in the replacement well. <br /> <br />Alternative 3, Drill a replacement well only - This was not selected as it does not maximize the <br />full potential of the ranch's available water rights or hay production, <br /> <br />e <br /> <br />Page 2 of 6 <br />
