Stanton, P.E. ~. <br />Chief, Project Planning and Construction Section <br /> <br />FROM: <br /> <br />DATE: <br /> <br />November 16, 1998 <br /> <br />SUBJECT: Agenda Item 13, November 23-24,1998 Board Meeting- <br />Water Project Construction Loan Program - Project De-authorizations <br /> <br />Introduction <br /> <br />Staff evaluated 14 previously authorized projects for consideration by the Board for de- <br />authorization. As of the date of this memo, we have received either verbal or written <br />confirmation from 9 loan applicants, and 5 applicants indicated they have plans to use the loan <br />funds. The total amount proposed for de-authorization is currently $5.6 million. An update will <br />be provided at the November meeting. <br /> <br />Background <br /> <br />Authorized projects which show no activity may be de-authorized to allow new projects <br />to proceed, especially those that may have ::l better chance of coming to fruition. If an <br />appropriation has not been encumbered within two years after approval, the Board staff will work <br />with the project sponsor to determine if they intend to move the project forward or if it should be <br />de-authorized by the General Assembly. It has been an informal policy of the Board not to de- <br />authorize a project without written confirmation from the applicant. <br /> <br />After a construction project has been completed, any remaining unspent but still <br />encumbered funds are made available for new projects through a contract amendment process. <br />Any remaining authorized funds for a completed project are made available for new projects <br />through a formal request to the DNR Accounting Section. <br />
