<br />-( <br /> <br />Ogilvy Irrigation and Land Cc. <br />July 28-29, 2003 <br /> <br />Agsnda Item 21 c <br /> <br />The Oailw Irriaatlon and Land ComDanv _ <br />The OILC is a mutual ditch company and a non-profit corporation registered in the State of ,., <br />Colorado. There are 34 shareholders and 360 shares of stock. The OILC has the power to set <br />annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments. <br /> <br />Water Riahts <br />The OILC holds a 1909 water right (Priority No.60) for storage in the Seeley Lake, in amount of <br />1542.7 acre-feet. Records of the State Engineer's Office (1987 - 2001) indicate that the annual <br />maximum storage has averaged about 1,100 acre-feet. <br /> <br />The Company also holds a direct flow water right in amount of 91 CFS out of the Cache La <br />Poudre River. Records of the State Engineer's Office (1998-2002) indicate that average annual <br />diversions have been about 16,000 acre-feet ' <br /> <br />Prolect DescriDtlon <br />During the study of Seeley Lake Reservoir and Dam. the following alternatives were evaluated: <br /> <br />1) The no action alternative <br />2) Complete rehabilitation of the dam ($388,095) <br /> <br />Following is a summary of these alternatives: <br /> <br />No Action Alternative. _ <br />This alternative was rejected because of the potential for a storage restriction and ultimately the ,., <br />loss of water rights if the dam is not repaired. <br /> <br />Alternative 2 . Complete rehabilitation of the dam <br />This alternative was selected because it addresses all safety issues. and assures that the <br />Company can continue to use the reservoir for storflge of water. <br /> <br />Selected Alternative 2 This alternative involves: <br /> <br />1. Removal and replacement of the existing outlet pipe and gate tower. <br />2. Construction of a new service spillway, incorporated into the gate tower. <br />3, Construction of an emergency spillway, located west of the outlet. <br />4. Leveling of the crest of the entire dam. <br />5. Placement of riprap along the upstream face of the dam in all areas of <br />construction. <br /> <br />The implementation schedule calls for completion of financing arrangements in summer 2003. <br />Construction will begin in September 2003 and will be completed by December 2003. <br /> <br />Financial Analvsls <br />The total estimated cost of the project is $388.095. Staff is recommending that the CWCB <br />Board approve a Small Project Loan of $350,000 (approximately 90% of the estimated total _ <br />project cost.) ,., <br /> <br />2 <br />
