Metering the Spring ....ill allow the District to charge the users <br />of the Spring to cover expenses associated with the Spring, including augmentation "'<lter purchases, <br />liability insurance, and legal expenses. The District is in a Catch-22 situation: because the District <br />does not have the funds to install meters, it cannot identify the Spring users and raise the needed <br />funds to continue to operate the Spring. <br /> <br />What "'iII the District accomolish with a CWCB !ZTant? <br /> <br />A CWCB grant, in addition to other sources of funding, "'ill allow the District to make needed <br />improvements at the Spring, including the installation of a meter to be operated either by keys or <br />cards to allow the District to: <br /> <br />I) Comply with Proposed Decree for the Spring. The District would then know total Spring <br />usage. By using a card or key system, the District could limit Spring usage to the La Plata drainage. <br />Currently some water from the Spring is being hauled out of the drainage area and even out of the <br />Srate. <br /> <br />2) Charge the users of the Spring and, thereby, provide a revenue stream to offset expenses <br />associated with the Spring. <br /> <br />3) Create an incentive pricing program which would discourage non-domestic uses of the <br />Spring and make domestic use affordable. <br /> <br />4) Plan improvements that would enable the fire depanment to fill its trucks more quickly in <br />emergency situations. <br /> <br />5) Collect data that would be very helpful in the Animas- Plata Water Conservancy District's <br />creation of a regional water management plan. <br /> <br />6) Keep the Spring operational. <br /> <br />How will the District accomolish its I!oals? <br /> <br />As its flISt priority, the District wiII install the card- or key-controlled meters and make other <br />, improvements to increase the Spring's efficiency and safety. Other entities have agreed to cost-share <br />Spring improvements by providing either cash or in-kind contributions to help finance the needed <br />improvements, although none have taken fOInlal actions to obligate themselves. Others who have <br />tentatively agreed to cost-share include the Bureau of Reclamation, La Plata County (in kind and <br />Cost-sharing), Animas-La Plata Water Conservancy District, Fon: Lewis Mesa Fire Protection <br />District, as well as numerous individuals who use the Spring. The District hopes the Bureau of <br />Reclamation ""ill be able to contribute $25,000. <br /> <br />2 <br />
