<br />COLORADO WATER CONSERVATION BOARD MEETING MINUTES <br />Holiday Inn Denver Downtown <br />Denver, Colorado <br /> <br />I <br /> <br />September 19, 1979 <br /> <br />The Colorado Water Conservation Board met, pursuant to notice, at <br />9 a.m., Benjamin F. Stapleton, Chairman, presiding. <br /> <br />Chairman Stapleton announced that the first item on the agenda was <br />the approval of minutes of the meeting held on March 14, 1979. <br />Copies of ,these minutes had been mailed to Board members on August 31, <br />1979. Motion was made, seconded and adopted that the minutes be <br />approved as transmitted. Motion carried unanimously. <br /> <br />Chairman Stapleton announced:that two additional items would be added <br />to the agenda for discussion and action. These included: <br /> <br />1. Methods of developing a continuous weather modification <br />program for Colorado. <br /> <br />2. Revised financing plan for the Town of Eagle Water Supply <br />Project. <br /> <br />I <br /> <br />Chairman Stapleton called upon Bob Fischer of the Denver Water Board <br />staff to discuss item No. 1 above. Mr. Fischer pointed out that he <br />and Earl Phipps, Secretary-Manager, Northern Colorado Water Conser- <br />vancy District, were investigating and considering methods of developing <br />a continuous weather modification program in Colorado. To be of <br />greatest value, such a' program needs to include selective cloud seeding, <br />evaluation of that seeding, research into methods of improving its <br />effectiveness and research into questions which are presently <br />unanswered and trouble some people when considering-weather modification. <br />Such a program needs to be carried on for a number of years and hope- <br />fully the program can be initiated in time for the winter of 1980-1981. <br />In addition, Messrs. Fischer and Phipps were attempting to develop <br />support for the program from state groups and/or entities, the state <br />and federal governments. The first step in developing this program is <br />to prepare a preliminary design of the program which is estimated to <br />cost in the range of $20,000 to $40,000, a one-time cost. This design <br />will set forth the type of activities to be carried on, the place of <br />those activities, the number of years necessary for meaningful results <br />and the estimated annual cost. <br /> <br />Following his presentation, Mr. Fischer presented a resolution for <br />Board consideration and action (Exhibit A).
