L. <br />Patter~an,who activelyparttoipat,d in its oonsideration and explained hi, <br />recollDllendations. ,John R. Riter. Direotor 1)1' ProJeot Pl~nning', Bureau of Recla- <br />mation. and E. B. Debler.
