With respeot to export diversions from the Colorado River system <br />above Lee Ferry, for use outside the natura~ basin in States of the Upper <br />Division, the Report show~ existing exportations averaging 181,000 aore <br />feet annually; an allowanoe of 458,000 aore f,et for projeots now author~ <br />ized or under oonstruotion; and potential exportations by pr~eots listed <br />in the report estimated at 2,132,000 aore feet annually. Exportation pro- <br />jeots in and for the benefit of Colorado are shown in the Report to involve <br />existing exportations of 102,000 aore feet, an allowanoe of 420,000 aore <br />feet for projeots now authorized or underoonstruotion, and estimated ex- <br />portations by listed potential projeots averaging 1,267,000 aore feet an- <br />nually. Colorado says the existing exportation projeots in Colore.do, in <br />their present status of oonstruotion, are diverting 1~5,OOO aore feet an- <br />nually under normal olimatio oonditions; that the potential export diver- <br />sion projeot~ are improperly desoribed in the Report; that suoh desorip- <br />tions as- may appear in the revised final draft of the Report shoulp, be <br />prepe.red by or be in aooordanoe with the most reoent and feasible plans <br />of the regional direotors in charge of suoh investigations and projeot re- <br />ports; and the.t the estimated depletion e,llowanoee for potential exporta- <br />tion projeots in Colorado do not adequately refleot the opportunities and <br />probabilities of suoh diversions, and are far below' the possibilities of <br />suoh developments in Colorado, if questions of projeot feasibility and <br />eoonomio justifioation be evaluated upon the, same basis as that employed <br />for other oompetitive projeots listed in the Report. <br /> <br />43. Existing exportation projeots in Colorado, in their present stll- <br />tUB of oonstruotion, and in an average year of normal climat~o oonditions, <br />are now diverting waters of the Colorado River system, to the extent of <br />- 73,400 aore fee~ to the South Platte River basin, 58,100 aore feet to the <br />Arkansas River basin, and 4,200 aore feet to the ,Rio Grande basin, or a <br />total of 135,700 aore feet annually, as shown in detail by individual pro- <br />jeots in the Statement of the State of Colorado presented at the meeting <br />in Reno, Nevada, July 20, 1944. Note, from said Statement, that 51,400 <br />acre feet are being diverted by City of Denver developments, And that <br />allowances are neoessary for inoreued future exportations by enterprises <br />heretofore oonstruoted-and now in operation, whioh allowanoes; for City of <br />Denver and other projects are estimated at 1~2,~0 aore feet annually, <br />and whioh with existing diversions "ill bring the tota~to, 268,000 acre <br />feet annually. The allowanoe made in the Report for inoreased exporta- <br />tions by existing projeots is 100,000 aore feet (City of Denver), whioh <br />, Colorado says is; inadeqUate to oover also all other proj eots: now operat- <br />ing. <br /> <br />44. AllowanoellJ made in the Report for fut~e exportations of projects <br />now authorized or under oonstruction in Colorado aggregating 420,000 acre <br />feet (Denver 100,000 and Colorado-Big Thompson ~20,OOO acre feet). In <br />this oategory the Report should inolude 21,000 aore feet for the Weminuche <br />Pass Tunnel unit of the authorized San Luis Valley projeot (page 120 of <br />Report) . <br /> <br />45. Opportunities for future exportations of Colorado River water <br />for use in the San Luis Valley in ColoradO inolude the Piedra-Rio Grande <br />diversion (70,000 acre feet, described at page 120), whioh inoludes two <br />
