III (e) of the Colorado River Compact; that the <br />ultimate limite of development in the ,Upper Basin be defined under the ap.. <br />portiolllllent heretofore made by Art. III (a). and the further apportiomnent <br />to be made in the future under Art. III (f) of the Colorado River Compaot; <br />and that interstate relations among States of the Lower D1Visibn, as COlll- <br />plicate& by variou~ aots and oontraots, be olarified to such extent as may <br />be neolUS&.ry for a better underste.nding of the relative rlghte of the Up- <br />per and Lower Basins under the Colorado River Compact. <br /> <br />16. The Report evidences that the data and information were assembled <br />iil different offices. It gives the impression, by its arrangement, of be- <br />ing two separate sub-basin reports under one cover. The absence of basin- <br />wide summaries implies that pra.ctices in the two sub-basins, with respeot <br />to diversions; and uses of water, are so different in character that COlll- <br />parative summaries for the entire baein cal1not be prepared. To make the <br />Rsport in faot, lllld in aooordanoe with its title, a Report on the Colorado <br />River Basin, basin-wide summaries of the data and information should ba <br />included in the final revised draft:. This may involve ' rearrangement of <br />the ohapters, - oombining ohap"be 1'e; IV and VII into one ohapter entitled, <br />"Using the Water, 1ft ohapters V and VIII into one entitled,' "Power from Wa- <br />ter,"'chapters VI and IX into one entitled, "Wealth from Water," - with <br />'eaoh of the three revised chapters being subdivided into Part I - Upper <br />Colorado River Basin, Part 2 - Lower Colorado River Basin, and Part} (to <br />be added) - Stmmlary for Colorado River Basin. It is essential that all <br />term&; employed in the Report be defined, and be employed oonsistently <br />thrcughout the Report, to the end that both sub-basins and all States shall <br />be treated alike. <br /> <br />17. For purposes of the Report the Bureau of Reohmation adopts a so- <br />oalled "Bailin,'" whioh is neither the natural basin, "Within and frilm whioh <br />waters naturally drain into the Colorado River system,'" nor is it the Co- <br />lorado River Buin as defined by the Colorado River Cilmpaot to inolude, <br />in' addition to the natural basin, "all parts of said States without the <br />drainage area of the Colorado River system which are n~ or shall hereafter <br />be benefioially served by waters diverted frOOl the Byst8lll." The so-oalled <br />tIfll!istn" 01' the Report has boundaries that ooincide vdth those of the natu- <br />ral basin above Lee, Fstry, but whillh:depart from the natural'boundaires <br />below Lee Ferry. In the chapters relating to "Poner and Wealth from Water" <br />the boundaries below Lee Ferry are expanded to inclUde all 01' Southern <br />California, and in the Chapter entitled "Using the Water,. the "Basin" <br />below Lee Ferry inoludes 7,800 square miles of the Salton Sea drainage ba- <br />sin, including the Imperial Valley. Raving adopted such a "Basin," the <br />Report presents information concerning waters diverted frqnthe Colorado <br />River system for use outside the natural basin, and designates those above <br />Lee Ferry as "export diversions." While diversions exaotly similar in <br />physioal and 1 egal charaoterare made below'Lee Ferry, the term "export <br />diversions" does not appear in the Lower Basin portion of the Report, pre- <br />sumably because the waters are used within the adopted "Basin," though <br />outside the natural basin the same as thoee above Lee Ferry. Thus the Re- <br />port implies that practlaes in the Upper Basin differ from those in the <br /> <br />
