<br />1. Develop plans and designs for the Reservoir Enlargement. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />management fee is a reasonable approximation of the out-of-pocket expenses incurred by the River <br />District in managing the construction of the Reservoir Enlargement. <br /> <br />This Grant Agreement will be the vehicle to transfer funds from Reclamation to the River District for a <br />portion of the Recovery Program's pro-rata share of the Reservoir Enlargement construction costs in <br />Fiscal Year 2004 (FY04) and eul-succeeding years. Reclamation will provide, via IIl&-this Grant <br />Agreement, up to $2,805,302.00, and the State of Colorado, Department of Natural Resources will <br />provide its remaining cost share, estimated to be $6,354,000.00, directly to the River District as part of <br />their cost share contribution to the Recovery Program, as required by Public Law 106-392 as amended in <br />Public Law 107-375 dated December 19, 2003, for a total of $9,159,032.00 which includes a five percent <br />(5%) allowance over the estimated cost of the Recovery Program's share ($8,722,888.00) of the <br />Reservoir Enlargement cost of construction. <br /> <br />2. AUTHORITY. This Grant Agreement is entered into pursuant to Public Law 106-392 as <br />amended in Public Law 107-375 dated December 19, 2003, the Act to Authorize the Bureau of <br />Reclamation to Provide Cost Sharing for the Endangered Fish Recovery Implementation Programs for the <br />Upper Colorado and San Juan River Basins, dated October 30, 2000 (114 Stat. 1602). <br /> <br />3. OBJECTIVES. <br /> <br />A. Goal: Assist in the recovery of endangered native fish species in the Yampa River <br /> <br />basin. <br /> <br />B. Obiectives: <br /> <br />1. Reconstruction (enlargement) of the Elkhead Reservoir Dam to increase the <br />storage capacity by 11,750 acre-feet. <br /> <br />4. RESPONSIBILITIES OF THE PARTIES. <br /> <br />A. River District shall: <br /> <br />2. Secure the needed funds, agreements, easements, permits, and licenses <br />necessary for the construction of the Reservoir Enlargement. <br /> <br />2. Provide personnel, contractors and equipment required for completion of the <br />Reservoir Enlargement construction. <br /> <br />4. Complete all construction work as specified in the Recovery Program's scope of <br /> <br />work. <br /> <br />B. RECLAMATION RESPONSIBILITY. <br /> <br />1. Provide funds as identified in Section 1 above. <br /> <br />5. TECHNICAL COORDINATION.
