<br />Public Law l06-392 allthoriz8s the Bureau of Rec!mnation to construct capital projects
<br />associated with the Upper Colorado and San Juan River Endangered FlSh Recovery Programs,
<br />
<br />The law authorizes;
<br />
<br />t I) the Secretary to accept contributed funds from Colorado, New Mexico, Utah, and Wyoming,
<br />or political subdivisions or organizations thereof. pursuant to agreements that provide lbr the
<br />contribut.ions to be used for capital project. costs:
<br />
<br />(2) the Secretary :J.nd the Secretary of Energy, acting t.hrough. t.he \VestcrnArea Power
<br />Administration~ to uti.lize f(Jr such project.s po\vcr revenues collected pUfSl.ldnt to the
<br />Colorado River Storage Project Act; and,
<br />
<br />(3) the Secretary to utilize such pOl"ver revenues for the annual base Elllding cont.ributions to the
<br />progr:.uns by the Bureau ll"1r a specified period, Requires the Secretary io report to the
<br />appropriate congrcss~onal. committees on tILt: utilizut~on of such power revenues.

<br />Section 3(c) (2) of the- Act also speciflca!Iy authoriz.cs powcr rev(':nues collected pursuant to the
<br />~=RSP Act to be used as a sourcc of llmding for the capital construction projects of the two
<br />recovery prografHS:

<br />(2) In addition t.n the eonldbution described in paragraph (1), the Sccret.ar;/ of Energ>.'l
