<br />Department of Interior Strategic Plan: The Department of Interior has extended the deadline for <br />comments on its strategic plan until May 26. The plan can be found and reviewed on Interior's <br />website at www.doi.govunderthe "about 001" section.: <br /> <br />New Wyoming Deputy State Engineer: The new Deputy State Engineer is Mr. Harry LaBonde, <br />former City Engineer for Riverton WY, and Director ofpublic Works and City Manager for Laramie <br />WY. Prior to all that, Mr. LaBonde worked in the consulting business, often on water and wastewater <br />projects. . <br /> <br />Mr. LaBonde is a registered professional engineer in wY and CO, and brings much public <br />administration and practical engineering experience to t\lls office. His degree in Civil Engineering is <br />from Colorado State University. He wilJ start on May 1'. He wilJ be involved in both in-state and out- <br />of-state water issues. He replaces Dick Stockdale, who ,retired in March. <br /> <br />Statewide <br /> <br />Office of Water Conservation, Technical Assistance to Covered Entities: Effective water <br />conservation has re-surfaced as a critical component of water supply planning. House Bill 91-1154 ' <br />directed the Office of Water Conservation (OWe) to review water conservation plans from entities that <br />seek a State loans and that deliver over 2000 acre-feet ~fwater annually. Fifty-eight plans have been <br />submitted and approved since the passage of this bill; however, the effectiveness of these plans and the <br />scope of communities involved in planning have not bellO reviewed. <br /> <br />In March, the OWC began an analysis of these 58 water conservation plans and the current status of <br />conservation planning in the Western U.S. The review included: <br /> <br />· A summary of Colorado's statutory Water conservation requirements of the State; <br />· A determination, inventory and evaluation of water, conservation plans currently on file with the <br />State; <br />· Identification and mapping of municipal entities with and without conservation plans that provide <br />over 1,000 acre feet of water; <br />· An evaluation of the quality and effectiveness of ellisting water conservation plans <br />· And a determination of the "state of the science" arid best management policies and practices in <br />water conservation planning within other Western States. <br /> <br />Once complete, the review will be used to develop a sq:ategy to guide allocation and management of <br />state resources to provide technical assistance to covered entities for water conservation plan <br />development, resulting in a measurable increase in the ~un1ber and quality of water conservation plans <br />in place throughout the State. <br /> <br />The strategy under development will enable the CWC$ to meet water conservation planning needs it <br />and the Colorado municipal water community identifies as critical. Four primary components of the <br />strategy include: I) updates to state water policy; 2) reeommendations for education and public <br />relations; 3) management of state-based data warehouse and 4) provisions for providing technical <br />support to water users and providers. The draft strategy will be presented to the Board at the July <br />meeting. ' <br /> <br />A list of the plans currently on file is attached. <br /> <br />Colorado Watershed Protection Fund (CWPF) Up~ate. The CWCB received 15 applications for <br />the Colorado Watershed Protection Fund grants from the following organizations (in alphabetical <br />order) : <br /> <br />.
