The estimated cost <br />to purchase the needed water rights (including engineering and legal costs), and to <br />rehabilitate the dam, is $800,000. Please see the attached project summary and map. <br /> <br />Backaround <br />The KTC, located in Park County, represents property owners within the Kenosha Trout <br />Club subdivision. The KTC operates and manages community property, including all water <br />rights, lakes, and roads. The community lake (Lininger Lake) is used primarily for fishing <br />and recreation, and is filled through a junior water right off Beaver Creek. The State <br />Engineer's Office recently started strictly administering the water right that fills the lake, <br />and is requiring the KTC to acquire augmentation water to make up for evaporation losses <br />from the lake surface, or to curtail diversions during the summer months. The KTC wants <br />to buy water rights for augmentation so that the lake remains full the majority of the <br />summertime. As a part of the project, the KTC plans to make improvements to the dam in <br />accordance with State Engineer requirements. <br /> <br />(Note: CWCS Polley #8 allows loans solely for the purchase of water rights, if the <br />purchase satIsfies an existing need or shortage. A written appraisal or opinion of <br />value supporting the purchase price Is required.) <br /> <br />Feasibility Studies <br />Greg Roush, P.E., of Leonard Rice Consulting Water Engineers, Inc. has completed the <br />feasibility study. The study includes an assessment of alternatives available to provide <br />augmentation water and make improvements to the dam. <br /> <br />Flood Protection. Water Project PI<lnning and Financing.
