<br />Keith Catlin <br />March 18, 2005 <br />Page 3 <br /> <br />e <br /> <br />The Executive Summary report relies on water measurements into the Paonia <br />Reservoir and out of the Paonia Reservoir to determine Williams Creek .95 stream flow. <br />Deep Creek also flows into Paonia Reservoir and it is not measured. With Williams <br />Creek and Deep Creek not measured, there is no way you can determine the Williams <br />Creek .95 miles flow. You have two unknown quantities flowing into the Paonia <br />Reservoir. In addition, the flow chart in the report is inaccurate even by the estimated <br />average stream flow in Williams Creek because Williams Creek cannot be correlated to <br />the Muddy Creek high and low flows. Williams Creek high flow is later in the summer <br />than the estimated stream flow chart. <br /> <br />I IUlderstand from the March 3, 2005 meeting in Hotchkiss, Colorado that any <br />instream flows will not affect our Project and/or Exchange water. We would never have <br />to use Exchange water for instream flows for any creeks and/or rivers. The Williams <br />Creek instream flow you are proposing would lock up our land for future development <br />and water decrees (i.e. any new wells, stock ponds, fish ponds, domestic uses). <br /> <br />I feel very strongly that the Williams Creek Report #CDOW 46377 is not accurate . <br />and therefore Williams Creek stream flow should not be approved. <br /> <br />Thank you for your interest and cooperation.
