<br />improving fish habitat, stabilizing stream banks, re-configuring the channel to better <br />match the existing flow rates, enhancing floodplain functions, conducting a public <br />education and information program and monitoring water quality improvements. <br /> <br />e <br /> <br />Citizen SUDDort <br />The local citizens have been instrumental in providing funding and support for the <br />project. The CWCB assisted the Lower Blanco Property Owners Association in applying <br />for and receiving a Section 319 grant for nonpoint source pollution (Clean Water Act). In <br />addition, most property owners have provided funding in the form of cash donations, and <br />"in-kind" services and/or material such as large tree roots, large boulders, and volunteer <br />labor once construction begins. <br /> <br />The San Juan Water Conservancy District initially scheduled construction for July 1998, <br />but postponed the date until several citizens' concerns about the project could be properly <br />addressed. To identify these concerns, a public meeting was held in Pagosa Springs in <br />October 1998. No attempt was made to address concerns or answer questions at that <br />time. The focus of the meeting was entirely on the identification of concerns and/or <br />issues. The concerns raised at this meeting were then grouped into major categories and <br />distributed to various Subject Matter Experts (SME's) for response. As soon as the SME <br />responses were received by the CWCB, they were made public via the CWCB Web Site, <br />the Water Information Program Web Site and the Pagosa Springs Library. In January <br />1999, once the public had an opportunity to review the SME responses, another public <br />meeting was held to address any concerns the public still had regarding the Project. The <br />meeting was well attended by the public and most SMEs. At a recent board meeting, the <br />San Juan Water Conservancy District voted to begin project construction on <br />approximately a one-mile reach of the Rio Blanco in October 1999. <br /> <br />e <br /> <br />Jerry Curtis, a board member with the San Juan Water Conservancy District and a long <br />time project proponent will present an update on the progress of this project to the <br />CWCB. <br /> <br />L:\BOARDMEM\May 99\9b May99 Rio Blanco Project Status.doc <br /> <br />e <br />
