INTRODUCTION

At the January 2004 board meeting, the Colorado Water Conservation Board (CWCB) approved a
loan to the East Fork Mutual Irrigation Company in the amount of $257,287, from the Construction Fund.
The $257,287 loan was for the rehabilitation of the Company's main ditch system.

The East Fork Mutual Irrigation Company is requesting (see attached letter), an increase of
$120,210 to the Company's 2004 authorization of $257,287, for a new total amended loan amount of
$377 ,497. The requested loan increase is due to design changes that have occurred since the January
2004 board meeting.

BACKGROUND

The East Fork Mutual Irrigation Company, located in Grand County, owns and operates the East
Fork Ditch to deliver direct flow irrigation water for the benefit of the shareholders. Water is diverted from
the East Fork of Troublesome Creek, located about 10 miles northeast from the Town of Kremmling,
through a 13-mile ditch system to a 4,000-acre service area.

The 13-mile East Fork Ditch is an open channel system that meanders along steep mountain slopes
and open pastureland. In recent years, the Company has experienced two slope failures along a specific
