Staff will request initiation of a Section 1135 project by transmitting a formal request letter to
the Omaha District of the Corps of Engineers. This formal request would allow the Corps to
begin preparing a plan of action and scope of work for a potential project. No matching
money is required for this phase of the effort.

2. Staffwill draft a funding proposal to be presented to the Board at its January or March 2002
meeting to request a non-reimbursable investment from the Severance Tax Operational
Account. This money would be used as matching funds for a Corps of Engineers 1135 project
and/or to perform the necessary maintenance needs on the project reach of the South Platte
River.

3. Staff will continue to request and receive assistance from the District to perform regular
maintenance activities along the project reach of the river on behalf of the CWCB.

Flood Protection.
