. Another significant concern is the deteriorated condition of the Stokes Gulch Siphon. The
siphon needs to be repaired or replaced, since major property damage downstream 'of the siphon
would occur if the siphon were to fai1.

The preliminary cost estimate for the Power Canal Rehabilitation Project is $2.5 million. It is'
the District's intention to utilize the feasibility study to develop a consensus among the landowners
for the improvements and authorize a CWCB loan request. The District hopes to commence the
project in the fall of2005.

Discussion

The Scope of Work for this study addresses the technical aspects of the project. The study
should be expanded to include economic and financial evaluation of the project so that it would form
the basis for a future CWCB loan.

The Feasibility Study Small Grant Fund (CRS 37-60-122.7) is a source of immediate funding
for studies that wi11 likely develop into raw water projects financed by a CWCB loan. Financial
Policy #17 provides that all grants from the fund wi11 be limited to 50 percent of the total study cost.

Recommendation

Staff recommends the Board approve non-reimbursable funding from the Feasibility Study
Small Grant Fund to the Orchard Mesa Irrigation District to conduct a Feasibility Study evaluating
the rehabilitation of the District's power canal and Stokes Gulch Siphon, for an amount not tp exceed
$15,000, or up to 50% of the total study cost,
