<br />" <br /> <br />2 <br /> <br />Water Availability - BLM is not aware of any decreed surface diversions within the proposed reach, <br />but as mentioned previously, there are numerous surface diversions located upstream. BLM <br />recommends using USGS stream flow gage 09173500, operated from 1942 to 1951, as an indicator of <br />water availability. When using this data, adjustments should be made for the fact that the gage is <br />located high in the watershed and that several tributaries enter the creek between the stream gage <br />location and the upper tenninus of the proposed reach. <br /> <br />Relationship to Management Plans - This stream segment is important to BLM because the agency <br />manages much of the lands along the upper San Miguel River corridor, Horsefly Creek provides an <br />important spawning habitat for the San Miguel River fishery, and the stream is not heavily fished <br />because of difficult access, The riparian community along Horsefly Creek is in good condition for the <br />same reason, difficult access. The stream is part ofBLM's Special Recreation Management Area <br />along the San Miguel River corridor, and it provides a resting spot for the numerous boaters who float <br />the San Miguel River. <br /> <br />The BLM requests that the Board recognize that this recommendation is based only upon the <br />minimum flows necessary to support cool and cold-water fishery values. BLM may wish to work <br />with the Board and/or through the Colorado water rights system to appropriate flows to optimally <br />protect fish values and to protect other water-dependent values specified in BLM resource <br />management plans. <br /> <br />J <br /> <br />Data sheets, R2Cross output, fishery survey information, and photographs of the cross section are <br />enclosed to support this recommendation.
