At Santa Fe the other day, <br />the power credits were allocated on the <br />basis of 46 percent to Colorado, 21.5 <br />percent to the State of Utah, 15.5 percent <br />to the State of New Mexico. That is <br />probably the best that Colorado can get in <br />the way of these credits. Mr. Delaney has <br />been working on this matter diligently and <br />he has 'had the assistance of Mr. Chilson <br />and Mr. Crawford. They know more about <br />the negotiations than I do as I was not <br />able to attend the meeting at Cheyenne or <br />the meeting at Santa Fe. Mr. Delaney has <br />'pressed the matter diligently and I am <br />sure that when he tells me that 46 percent is <br />the most he could get, then that is the .way <br />it is. I am in hopes that this Board will <br />come up with a resolution to be transmitted <br />to our delegation in the Congress ratifying <br />or approving, or in some way indicating, <br />that the 46 percent is acceptable to the <br />State of Colorado. <br /> <br />I <br /> <br />In order to indicate approval, and you have <br />to start someplace, 'I have drafted a <br />resolution which seems to me would do the <br />job. I want to submit it to you, if I may, <br />for your consideration. I do not take any <br />pride in authorship and I do not take any <br />pri~e in this draft but at least it is a <br />beginning and I .am in hopes that the idea <br />may appeal to you." <br /> <br />Governor Johnson then read the following draft of <br />resolution to the Board: <br /> <br />'.' <br />Resolved that the Colorado Water Conservation Board <br />most respectfully requests the Congress"of the United States <br />subject to repayment of construction costs, to allocate <br />all the power profits of Glen Canyon and other storage . I~ . <br />projects in the Upper Colorado River Basin as credits to <br />provide irrigation assistance in the repayment of <br />construction costs of participating projects or any, <br />separate features thereof, in each of the four States <br />of Utah, Wyoming, New Mexico, and Colorado, which are <br />beyond the ability of the water users in these States <br />to repay. <br />
