At this pofnt, Mr. Chilson was excused from the meeting in
order to prepare a resolution.

MR. BAILEY:

1. Minutes of Meeting of November 29, 1955

"I think you have all been furnished copies
of the minutes. Are there any suggestions
or corrections?"

Mr. Crawford stated that he 4ad received a'request from
Mr. Dickson to change '30,000 aCre feet' to '70,000 acre feet',
in a statement made by Mr. Petry on page 8. Also, he explained
on page 14, Mr. John Barnard asked that the words 'of Colorado'
be added to the sentence beginning "In connection with the first
point. . . . . belong to the people."

There being no objections, the minutes were declared
approved as amended.

2. Progress Report on Formation of Ground
Water Districts

Mr. Bailey called on Mr. Barnard.

Mr. Barnard read to the Board the following letter dated
January 9, 1956:

Re: Regulations for formation
of underground water districts.

Dear Sir:

As you will recall, at the meeting in December, I
expressed my opinion that before the Board could ,
properly consider any application for the formation of
an underground water district, it would be necessary ~
for the Board to consider, adopt and promulgate appropriate
rules of procedure governing such applications. It was
