PROCEDURES FOR SPECIAL MODIFICATION MEETING

The procedures established at the time of the preliminary review of
the proposed modification, held May 14, 1996 CWCB meeting have been
modified by agreement of the parties (modifications are redlined)
to provide as follows:

Reasonable Disclosure. Preliminary disclosures of all
relevant information by all participants in the modification debate
shall be made directly to the Supporters and Opponents by May 31,
1996. Final disclosures shall be made no later than June 10, 1996.
The Staff memorandum will be mailed on Thursday June 27, 1996. Any
participant that desires to pick up the memo may do so by
contacting CWCB prior to 3:00 p.m. on June 27 and asking that their
packet be held out of the mailing. Any packet held out of the
mailing that is not picked up by 3:00 on Friday June 28 will be
mailed on the 28th.

Discoverv. All discovery shall be complete by July 1, 1996.

received by Board members no later than July 5, 1996 will be
considered and made part of the administrative record.

Subpoenas. Staff, the supporters and opponents have agreed to
produce the authors of reports and other presenters upon which they
rely without subpoena. Authors of written reports that were
introduced in the 1992 CWCB meetings on this subject will not be
subpoenaed without a showing that attendance of the author cannot
otherwise reasonably be obtained.
