<br />7. <br /> <br />Board Discussion and Action I ~J> ~ <br />Tape 1, Start/Stop: 1290 - ~ <br />Action: A motion was made by Patricia Wells that the Colorado Water <br />Conservation Board approve the request for modification on Snowmass <br />Creek as set forth in the Staff memorandum and adopt the staff <br />recommendation. She further moved that the Board find: <br />I. That the modification is consistent with the goals of the <br />Instream Flow Program, <br />2. The modified instream flow will preserve the natural <br />environment to a reasonable degree; I <br />3. The modified instream flow balances the need for the <br />consumptive use of water with a reasonable degree of <br />environmental preservation; <br />4. The modification was made for the grounds allowed by the <br />instream flow regulations in that it was made because the <br />original appropriation was for excessive flows in some <br />situations and because an error was made in the calculations <br />upon which the original appropriation was made; and, <br />5.
