Action: A motion was made by Patricia Wells that the Colorado Water
Conservation Board approve the request for modification on Snowmass
Creek as set forth in the Staff memorandum and adopt the staff
recommendation. She further moved that the Board find:
I. That the modification is consistent with the goals of the
Instream Flow Program,
2. The modified instream flow will preserve the natural
environment to a reasonable degree; I
3. The modified instream flow balances the need for the
consumptive use of water with a reasonable degree of
environmental preservation;
4. The modification was made for the grounds allowed by the
instream flow regulations in that it was made because the
original appropriation was for excessive flows in some
situations and because an error was made in the calculations
upon which the original appropriation was made; and,
5. This determination shall be effective July 9, 1996.
The motion was seconded by Alan Hamel and approved unanimously.

The meeting was adjourned at 3:00 p.m.
