<br />'-LO <br /> <br />RES 0 L UTI 0 N <br />---------- <br /> <br />WHEREAS, the Colorado River Storage Project and <br />Participating Projects Act, Public Law No. 485, has made <br />possible the full in-basin agricultural, industrial and econo- I <br />mic development of the Upper Colorado River Basin, by the <br />construction of (1) holdover storage reservoirs designed and <br />intended to provide for the impoundment of water in high . <br />water years to meet the commitment of the Upper Basin to de- <br />liver 75,000,000 acre feet of water in each ten year period, <br />and (2) storage, transmission and distribution facilities <br />in the upper reaches of the Colorado River designed and in- <br />tended to put to beneficial use the water apportioned to the <br />Upper Basin and the five States, portions of which are lo- <br />cated therein, by the Colorado River Compact and the Upper <br />Colorado River Basin Compact, which latter facilities are <br />designated as participating projects in Public Law 485, and <br /> <br />WHEREAS, the construction of all of the works and <br />facilities comprehended in said Public Law 485 will extend <br />over a period of many years and will involve the expenditure <br />of a greater amount of money than any other similar project <br />in the history of reclamation, and <br /> <br />It is obvious that the speediest and most effec- <br />tive and efficient construction of all said works and faci- <br />lities is in the National interest and was in the comtempla- <br />tion of the Congress and of the President when said Public <br />Law 485 was approved by them, and <br /> <br />WHEREAS, it is the opinion of the Board of Direc- <br />tors of the Colorado River Water Conservation District that <br />the speedy, effective and efficient construction of such of <br />said works and facilities as are designed for in-basin devel- <br />opment in the States of the Upper Basin can be brought about <br />only if the planning, designing and construction thereof are <br />placed under the charge of a region or department of the Bur- <br />eau of Reclamation upon which is imposed the exclusive respon- <br />sibility and duty of designing, planning and constructing xhe <br />works and facilities comprehended in said Public Law 485 as <br />are designed and intended for the agricultural, industrial <br />and economic development of the areas included within the <br />Upper Colorado River Basin; THEREFORE: <br /> <br />BE IT AND IT IS HEREBY RESOLVED by the Board of <br />Directors of the Colorado River Water Conservation District <br />this 21st day of March, 1957, that the Secretary of the <br />Interior be, and he is hereby, urgently requested to cause <br />to be set up, as expeditiously as possible, a region or de- <br />partment of the Bureau of Reclamation; and to vest said <br />region or department with full and exclusive power and <br /> <br />I <br />
