tion. It was to the effect that water
decrees, after 18 years of use and recogni-
tion by water officials. may not be attacked
on the grounds of lack of jurisdiction of
the Court entering the decree."

Report and stated that this completed the reconnaissance
reports by the Bureau of Reclamation in the State of Colorado.
(See Appendix B).

"Do I understand that Craig has been
suggested as a meeting place?"

"I think a plane trip would be more
effective than a trip by car, in connec-
tion with a Craig meeting."

"Arrangements can be made for a plane
trip later. We can work that out for the
next meeting."

"It will probably be necessary to have
another meeting in the latter part of June
or the first part of July."

"Concerning the Yampa-White Project.
This Board should keep in mind the money
to become available from the Upper Colo-
rado River Project power sales is estimated
around $300.000,000.. which can be used to
apply on projects. This is of primary im-
portance in the development of projects that
are recommended. Some of these projects
are a part of the participating projects
mentioned in the Storage Project Act."
