<br />is the only other means of financing flood control <br />measures at this time. <br /> <br />In light of the above range of needs, the Board's <br /> <br /> <br />considered judgment as to the priority of those needs as against <br /> <br /> <br />each other, the availability or lack of availability of financing <br /> <br /> <br />mechanisms and programs other than the construction fund, and <br /> <br /> <br />the relative cost of addressing the various needs, the Board <br /> <br /> <br />has concluded that: <br /> <br />(1) Priority in the expenditure of construction fund <br /> <br /> <br />monies should be given to those projects which <br /> <br /> <br />increase the beneficial consumptive use of Colorado's <br /> <br /> <br />compact entitled waters and which maintain, and <br /> <br /> <br />improve the efficiency of use of, existing consumptive <br /> <br />uses. <br /> <br />(2) The state will, for the moment at least, have to <br />continue to rely upon the traditional federa~ <br />reclamation project in order to obtain new irrigation <br />facilities due to the high cost of those projects. <br />(3) Projects which can be financed by conventional means <br />should not be supported with construction fund monies. <br />(4) The Board should give further consideration to <br />accumulating relatively large sums of money to be <br />devoted to only a few storage projects, rather than <br />recommending projects as they are submitted by their <br />pr?ponents. <br /> <br />Project Selection policies <br /> <br />The policies which the Board will henceforth employ are <br /> <br />set forth below.
