<br />(I) Protection of as yet undeveloped compact entitlements <br /> <br />in the North Platte, South Platte, and Colorado <br /> <br />River Basins. <br /> <br />(2) Construction of new reservoir storage facilities, <br /> <br />whatever the ultimate use of water may be (i.e., <br /> <br />domestic use, irrigation, or industrial use), there <br /> <br />being no significant opportunity to increase the <br /> <br />beneficial consumptive use of surface water in the <br /> <br />South Platte and Colorado River Basins without such <br /> <br />regulatory facilities. <br /> <br />(3) Construction of new domestic water treatment <br /> <br />facilities and treated water storage and distribu- <br /> <br />tion systems throughout Colorado, with the problem <br /> <br />being especially acute in small towns, rural areas, <br /> <br />and energy impacted communities. <br /> <br />. <br />(4) Repair and rehabilitation of older irrigation systems <br /> <br />throughout the state, including dam repairs neces- <br /> <br />sitated by the imposition of mOdern-day dam safety <br /> <br />criteria. These problems are becoming critical <br /> <br />in many areas. <br /> <br />(5) Improvements in irrigation systems in order to increase <br /> <br />the efficiency of use (defined here to mean an in- <br />crease in crop yields per acre-foot of water his- <br /> <br />torically consumed), especially in those basins in <br /> <br />which the limit of Colorado's compact entitlements <br /> <br />has, or nearly has, been reached. <br /> <br />-3- <br />
