<br />DRAFT <br />3/10/81 <br /> <br />COLORADO WATER CONSERVATION BOARD CONSTRUCTION FUND: <br /> <br />POLICIES FOR PROJECT SELECTION <br /> <br />March, 1981 <br /> <br />Introduction <br /> <br />Appropriations of monies to the Colorado Water Conservation <br /> <br />Board Construction Fund, which fund was established by section <br /> <br />37-60-121(1), CRS 1973, as amended, have been rather small <br /> <br />until the last two fiscal years ($8.2 million from FY 72-73 through <br /> <br /> <br />FY 78-79, as compared to $10 million in FY 79-80 and $52 million <br /> <br />in FY 80-8Il. Largely as a consequence of this fact, relatively <br /> <br />few projects have been submitted to the Board for its considera- <br /> <br />tion and these in turn have been quite small (less than ~l <br />million in cost) with but a few exceptions. Nearly all of <br /> <br />these proposed projects have been forwarded to the General <br /> <br />Assembly, regardless of the kind of project involved (e.g., <br /> <br />domestic water supply, irrigation, flood control, etc.) with <br /> <br />the Board's recommendation that they be funded. <br /> <br />Given this kind of process, proposed projects have been <br /> <br />evaluated only on the basis of their economic and technical <br /> <br />feasibility, not in terms of their contribution towards any <br /> <br />particular set of objectives for the overall use and management <br /> <br />of the waters to which the state is entitled. Indeed, the <br /> <br />statutory language which specifies the kind of projects which <br /> <br />can De constructed by the Board provides no guidance in this <br /> <br />regard, the language being all encompassing: <br />
