I

origin and local composition, is obligated to devote all possible effort
to the successful realization of this project. For th~~ reason, it
would be far more reprehensiBle if the project failed by the actions of
Tri-County rather than the project failing by actions of the Governor,
the Bureau, or any other entity.

Therefore, we urge this board to continue its support for the Dallas
Creek project, and to do so by providing any reformulation along the
lines of furnishing supplemental water to the existing Uncompahgre proj-
ect. That is the second alternative or consideration that was indicated
by the Bureau's presentation.

We further urge this board to make its support known, and clearly known,
in the 1975 and future Congressional Hearings on appropriations.

As Mr. Sparks mentioned, we have been assured by the Governor of his
support for the project, and we certainly expect his support of the
project and the support of all the executive agencies in the s,tate of
Colorado.

I

Thank you. Harold, would you care to add anything to the statement of
position of the board?

Mr. Westesen: I don't think there is any more to add. That covers our
situation, and that is the way the board intended to go at this time.

Mr. Sta~leton: Thank you, Ted. From my list, the only other person that
would 1 ke to speak on this subject at this time would be Mr. Fischer.

Mr. Fischer: Mr. Chairman, this spot has assumed a certain amount of
heat forme today. The Colorado River Water Conservation District Board
on April 15 did pass a resolution. I can give a copy to the'secretary
or the reporter, if you would like, supporting the Uncompahgre project,
to the extent of the President's budget for the fiscal year 1976, and the
transition q~arter. I believe that is all 1 have to say on that subject.

Mr. Stapleton: All right, before we have any discus~ion, I would like
to, if there is no problem with the members of the bQard, to include in
the official minutes of the meeting, the correspondence between the
Governor, the Commissioner of Reclamation, Tri-County Water Conservancy
District, referred to as being put in the packet of the board members.
Also, the statement of the Dallas Creek project dated April 29, 1975,
which Mr. Brooks presented. Hearing no objection~ they will be included
in the minutes of this meeting. (See Appendix B.)

Now, we will open the agenda item up for discussion. Is there anybody
from the Coal Company that would like to be heard at this time?

Mr. Brooks: Mr. Coulson was present. He had to leave to catch a plane.
He was here during the earlier part.

Mr. Cooley: Mr. Stapleton, as a point of procedure, the implications of
this are very important, and they transcend this particular project.
Could you solicit more comments from the Director of Natural Resources

-37-
