What is the vote that you have there, please,
Mary"!

Mrs. Martel: Eight to four, with one abstention.

(See Appendix A for the approved minimum stream flows.)

Mr. Stapleton: The motion is carried. We will have a ten minute recess.
We will begin with the agenda item No.3, Dallas Creek. ".

AFTER RECESS

Mr. Stapleton: Ladies and gentlemen, we will continue the meeting.
Members of the audience, during the recess it was felt in view of the
next agenda item coming up that we ought to have the board's last
picture taken, so', that is what we have done. I saw Representative
Waldow in the audience. Nice to have you with us. Si Berthe1son, our
representative to the Upper Colorado River Commission, is also here.
I see Charles Casteel representing Congressman Johnson back in the
audience. Nice to have you with us. Ken Barret back there is Floyd
Haskell's representative. Senator Haskell indicated that he hoped that
he would be here for our afternoon meeting tomorrow. Incidentally, it
is hoped that the meeting will adjourn about 3:00 or 3:15 at the latest,
so that the afternoon planes can be met. Is Ed Gardner here -- yes,
Frank Evans' administrative assistc.nt in Pueblo. We appreciate very
much you all being with us. Also Jim O'Brien, assistant commissioner
of Reclamation. Well, I think we have almost better representation
than we did in Washington, which speaks very well for western Colorado.

This is now a discussion of the Dallas Creek project. The end result,
I hope, is that we will have a suitable recommendation at the end of
the discussion. I am going to ask, first, for Larry to give us some
background on the project and its development, its present status, and
then we will proceed from there. Larry.

Mr. Sparks: Mr. Chairman, I will call on the Bureau of Reclamation. I
will summarize the presentation very briefly. We will first, have Mr.
Crandall and his staff explain the present status of the project as
contained in the tentative definite plan report. Then, after that
explanation of where we are today on the project, we will go into various
alternatives in reformulation of the definite plan report.

-23-
