Gentlemen: <br /> <br />In accordance with HB 91-1154 the Colorado Water Conservation Board has <br />prepared and herewith transmits to the Fifty-Eight General Assembly the following reports: <br /> <br />. An Analysis of Water Salvage <br />Issues ill Colorado <br /> <br />. Irrigatioll Water Salvage Issues <br />in the Grand Valley <br /> <br />Please note the distinction, as stated in the Analysis of Water Salvage Issues, between <br />"salvaged water," resulting from reductions in consumptive use, and "saved water," resulting <br />from reductions in historical diversions. The report concludes that opportunities to produce <br />"salvaged water" are limited in scope, particularly when impacts on wetlands and other <br />environmental values are considered. Further, the report found that efforts to produce <br />"saved water" impact return flows and raise difficult issues concerning protection of vested <br />water rights, compact apportionments, ownership of a water rights, and the nature of the. <br />prior appropriation system. <br /> <br />. <br /> <br />41 <br />
