The Office of Water Conservation <br />(OWC) has five statutory requirements as outlined in HE 91-1154. These requirements include; <br />water conservation planning (municipal and state agency), water use efficiency grants (municipal <br />and agricultural/multipurpose), information clearinghouse, and a salvage water study. <br /> <br />The program has completed the salvage water study and state agency water conservation planning. <br />This draft report reflects the program accomplishments and lessons learned since 1991. The <br />purpose of this document is to provide the Board with the status of the program statutory <br />requirements as the Board considers possible legislation for 1999. <br /> <br />Discussion <br /> <br />The attached draft preliminary report summarizes the administration (process in which we <br />proceeded to fill each statutory requirement) and lessons learned thus far. The program will not <br />complete its grant program or water conservation planning requirements until 1999. The report will <br />continue to develop as the program nears the next legislative session. This growth will be <br />represented by new analysis as the rest of the statutory requirements come to completion. <br /> <br />Recommendations <br /> <br />We would like the Board's comments to incorporate into the draft preliminary report. <br />
