The Office of Water Conservation
(OWC) has five statutory requirements as outlined in HE 91-1154. These requirements include;
water conservation planning (municipal and state agency), water use efficiency grants (municipal
and agricultural/multipurpose), information clearinghouse, and a salvage water study.

The program has completed the salvage water study and state agency water conservation planning.
This draft report reflects the program accomplishments and lessons learned since 1991. The
purpose of this document is to provide the Board with the status of the program statutory
requirements as the Board considers possible legislation for 1999.

Discussion

The attached draft preliminary report summarizes the administration (process in which we
proceeded to fill each statutory requirement) and lessons learned thus far. The program will not
complete its grant program or water conservation planning requirements until 1999. The report will
continue to develop as the program nears the next legislative session. This growth will be
represented by new analysis as the rest of the statutory requirements come to completion.

Recommendations

We would like the Board's comments to incorporate into the draft preliminary report.
