Any agreement must be implementable in such a fashion that <br />once any necessary legislation is enacted. the agreement cannot <br />be undone by future Congresses. While the object must also be <br />to prevent any agreement from being subject to third party <br />litigation. means of dealing with delays in implementing any <br />agreement due to third party litigation and with the results of <br />such litigation will need to be addressed. <br /> <br />4.
