Notwithstanding these immediate and contingent <br />deauthori~ations. ___ mwh of firm CRSP energy and mw of <br />firm CRSP capacity would be withdrawable for such project <br />pumping purposes as a state deemed appropriate for projects <br />constructed using the revenues from this component of the <br /> <br />rate. The preferential power rate accorded CRSP participating <br />projects would apply. <br /> <br />Cumulative Environmental Mitiqation Component <br /> <br />1. This component of the rate would be set at 1 mill per kwh <br /> <br /> <br />and would be in addition to the water project development <br /> <br /> <br />assistance component of the rate. It would be subject to <br /> <br /> <br />annual indexing and adjustment for degradation of the power <br /> <br /> <br />resource in the same manner as would the water project <br />development assistance component of the rate (see sections 1 <br />and 2.a. respectively. under the discussion of that rate <br />component). <br /> <br />2. Revenues from this component would be available for any and <br />all environmental mitigation of the CRSP. special studies. and <br />endangered species programs which are above and beyond section <br />8 mitigation as heretofore identified by Reclamation. <br />Congressional appropriations on a non-reimbursable basis per <br />the 1956 CRSP Act would continue to be the sole source of <br />funding for such mitigation. Revenues from this component <br />would be the source of funding for Reclamation's annual <br /> <br />-14- <br />
