Also present was CWCB <br />Deputy Director Dan McAuliffe. <br /> <br />19. Water Supply Planning and Finance - Construction Fund and Severance Tax Trust <br />Fund Perpetual Base Account New Loans <br />Tape 2, <br />Track 1, Start/Stop: <br />a. City of ManitoH Springs Well Fmehase <br />Track, Start/Stop: <br />Action: Item was deleted <br /> <br />b. Town of Frederick - Milavec Lake Rehabilitation <br />Tape 2, <br />Track 1, Start/Stop: 0-18:00 <br />Action: A motion was made by Eric Wilkinson with a second by Greg Walcher to <br />approve the staff recommendation of a CWCB Small Project Loan from the <br />Construction Fund, not to exceed $1,000,000, to the Town of Frederick, acting <br />by and through its Water Fund (enterprise fund), to rehabilitate Milavec Lake <br />to reduce seepage loss and increase storage capacity. The recommended term <br />of the loan is 20 years and the recommended lending rate is 4.5% per annum. <br />Security for the loan will be a pledge of water rate revenues backed by a rate <br />covenant and annual financial reporting. Staff further recommends that final <br />approval of the loan be conditioned upon all other standard contracting <br />provisions of the CWCB. The motion was approved 10-0. <br /> <br />c. Greeley and Loveland Irrigation Company - Boyd Lake Lower Level Outlet <br />Rehabilitation Project <br />Tape 2, <br />Track 1, Start/Stop; 18:00 - 55:45 <br />Action: A motion was made by Eric Wilkinson with a second by David Smith to <br />approve the staff recommendation that a CWCB Small Project Loan, not to <br />exceed $1,000,000, be made to the Greeley and Loveland Irrigation Company <br />from the Construction Fund to rehabilitate the low-level outlet structure at <br />Boyd Lake, with the condition that before the loan is made the waiver of <br />reservoir evacuation rate criteria be approved by the State Engineer's Office <br />and a letter put in the file to that effect. The recommended term of the loan is <br />30 years and the recommended lending rate is 3.25% per annum. Security for <br />the loan will be a pledge of assessment revenues backed by assessment <br />covenant and the project itself. Staff further recommends that final approval <br />of the loan be conditioned upon all other standard contracting provisions of <br />the CWCB, including the 1 % loan origination fee charged in accordance with <br />CWCB Policy #16. A motion for an Amendment was made by Greg Walcher <br />with a second by Carolyn McIntosh expressing the Board's view that the <br />construction schedule outlined as Alternative 3 (construction beginning in <br />October 2003 with completion in May 2004) is the right schedule that works <br /> <br />Flood Protection.
